With more than 30 years experience in public health, Loretta Fuddy provides senior leadership and oversees all work funded by the U.S. Department of Health and Human Services - Health Resources and Services Administration and The Robert Wood Johnson Foundation grants. In addition, she serves as Family Health Services Chief for the State Department of Health and was formerly the Deputy Director of the department.

William M. Kaneko is chief executive officer of the Hawaii Institute for Public Affairs – Hawaii’s first and only non-partisan and nonprofit policy institute – established in 2000. Kaneko recognized a great need to elevate Hawaii’s public decision-making process through sound public policy analysis, fact-based research, and community collaboration.

He is also an associate attorney with Alston Floyd & Ing. His awards include the U.S. Department of Justice’s Attorney General Award for Public Service and the ACLU Alan Saunders Award for Achievements in Civil Liberties.

Gerard Russo, Ph.D.
Quantitative Research Director
Gerard Russo is leading the team at the University of Hawai`i to develop a body of quantitative research that provides a socio-demographic profile of the uninsured, experimental studies on health insurance as an employer-sponsored benefit, and examining policy implications of various coverage expansion scenarios. Recognized as one of Hawaii's leading health economists, Gerard Russo specializes in health policy, microeconomic theory, as well as insurance and health care financing. Dr. Russo serves as an associate professor of the Department of Economics at the University of Hawai`i and is adjunct fellow of the East-West Center. Dr. Russo was awarded a Ph.D. degree in economics from Northwestern University, an M.A. degree in economics from the University of Delaware and a B.A degree in economics from the George Washington University.
